The "2024 China Agricultural Enterprise Innovation Report" released on December 12th shows that the innovation index of agricultural enterprises in China has steadily increased for five consecutive years. From 2019 to 2023, the innovation index of agricultural enterprises increased from 46.85 to 49.04 (out of 100, the same below), and the score of "innovation investment capability" increased from 46.97 in 2019 to 49.03 in 2023. Agricultural enterprises are gradually becoming the main body of innovation investment.
This report was compiled by the Institute of Agricultural Economics and Development, Chinese Academy of Agricultural Sciences. Mao Shiping, the Party Secretary of the institute, released the report at the 2024 China Agricultural and Rural Science and Technology Development Forum held on the same day.
"Strengthening the dominant position of scientific and technological innovation of agricultural enterprises is the key to the deep integration of scientific and technological innovation and industrial innovation in the agricultural field." Mao Shiping introduced that the report took China's listed agricultural enterprises as the evaluation object, built an evaluation index system of innovation capability of China's agricultural enterprises, including three levels of innovation input capability, innovation output capability and innovation environment, and based on the annual report information disclosed by listed companies and enterprise patent data in the patent database of the China National Intellectual Property Administration, evaluated the status quo and changes of innovation capability of China's listed agricultural enterprises for five consecutive years.
While the innovation index of agricultural enterprises in China continues to grow, there are also significant shortcomings that need to be addressed. The report states that the construction of innovation platforms is a shortcoming that hinders the improvement of scientific and technological innovation capabilities of agricultural enterprises. 70.31% of the 421 listed agricultural enterprises do not have national or ministerial level innovation platforms for agriculture and rural areas. There is a lack of technology leading enterprises in the agricultural sector. In 2023, the innovation index of agricultural enterprises will be concentrated in the range of 40-55 (accounting for 46.56%), with only one enterprise scoring 75 or above. The technology enterprise lineup in the agricultural field is incomplete, lacking leading technology enterprises, and so on.
How to strengthen the main position of agricultural enterprises in scientific and technological innovation? Mao Shiping stated that firstly, it is necessary to build a self reliant and self strengthening enterprise matrix in agricultural technology. Secondly, it is necessary to improve the agricultural technology resource sharing system based on innovation platforms. Thirdly, it is necessary to establish an industry university research integration and innovation mechanism led by agricultural enterprises. Fourthly, we need to strengthen government guidance and support, optimize the innovation ecosystem of enterprises, and mobilize the enthusiasm of various links in industry, academia, and research from the top-level design, such as reasonably expanding the calculation scope of pre tax research and development expenses deduction for agricultural enterprises.
