Starting from September 1, 2024, Russia and China will begin trial operation of electronic systems for the execution, approval, and verification of certificates of origin for exporting aquatic biological resources to China.
According to the Russian Fisheries Agency, the project involves the Control, Supervision, and Fisheries Protection Department of the Russian Fisheries Agency, its territorial departments, the Center for Fishery Monitoring and Communication Systems (CSMS), and Chinese regulatory agencies. According to the report, the software developed by CSMS experts has undergone trial operation, configuration, and is ready for commercial operation. Electronic authentication will reduce the time and resources for exporters to execute necessary documents, strengthen product quality control and legality, and create a more transparent and trusting trade environment between the two countries.
According to Rossiyskaya Gazeta, after the formal procedures are finalized, electronic export certification will also be introduced with the Republic of Korea. According to Alexei Buglak, President of the Cod Catcher Association (ADF), the testing of the electronic issuance system for certificates of origin is the first step in digitizing the delivery document process for aquatic products between China and Russia.
He said, "Now, the condition for unloading products from ships is to provide scanned copies of the certificate, and at the same time, the original must be delivered with a receipt indicating the date of shipment, which greatly increases the complexity of export organization work, including considering the limited validity period of the catch certificate (IUCN) and the interruption of foreign express delivery services. In 2023, Russia exported $2.9 billion worth of aquatic products to China, including $1.6 billion in frozen fish and $1.2 billion in crustaceans. According to the Russian Federation Fisheries Agency (Rosrybolovstvo), the physical quantity of fish transported to China is 1.21 million tons.
